I do have a fair bit of experience with M&M 3e, and I have to say that the system itself will not help you to balance the campaign, even at similar power levels heroes can be so different that each will be able to handle threats that the others might not be able to. Once in a while put problems in front of the PCs that strain their abilities, taking them to their max. Like when Superman goes against a crazy monster from space or other Kryptonians, they duke it out without holding back. Though as a GM you should also let the PCs let loose occasionally. It's up to the players to do the same with their characters. Spiderman and Superman both admit to pulling their punches. I've found that it is up to the players and GM to work together to make supers that aren't overly broken, though even if they are the player should show restraint during most situations. The book even calls out specific builds that can be extremely broken to play or very difficult to run. In 3e it it is very easy to make broken characters at nearly any power level. Mutants and Masterminds 3e is my preference when it comes to super hero systems. I don't know what edition of M&M you are running but here are my experiences. I should actually talk about Mutants and Masterminds, I meant to but got in a headspace.

We just aren't a match for each other, and that's okay. That doesn't make those campaigns bad, nor does it make me a bad player. There are plenty of campaign ideas and concepts that I've seen across the internet that I just wouldn't want to play in. Not everyone is willing or even capable of playing in every kind of campaign. If they are not willing to be good guys, or abuse their capabilities in unheroic ways then maybe that those players aren't a good match for your campaign. 'Role' Roleplaying game, you can give the players the tools to make any sort of character they want, but if you expect them to roleplay good guys then tell them that. However if you want to play a hero supers campaign then I'd sit down and talk with the players setting forth your expectation of them playing good guys in good roles. Nothing wrong with a villain campaign so long as everyone is onboard. It was a great campaign and we all had a lot of fun. The PCs started as nobodies, gained powers, became heroes, then turned to villainy which was countered by other heroes. I ran a sandbox supers game for about a year. But hey if your group wants to play villains, then it's up to the GM to develop some mighty heroes who will stop them. The supers genre gives people the capability to do terrible things, it's up to the players to develop a reason to be heroes rather than villains. I mean really, Superman could destroy the planet in most incarnations, Prof X could kill/enslave every living thing on the planet, Batman could build nuclear weapons and start World War 3.

Or their personality/ morals/ conviction gives them a code of conduct. The only reason limitations for many characters, especially with insane powers exist is because they either have foes that have powers which can counter their powers. Night crawler could teleport people straight into the air and let them fall to their death, but his opponents usually had a way to counter that, he wouldn't do that anyway because he is a pious man and believes murder is morally wrong. Superman could easily stop someone like the Riddler or the Joker or even Bane with little to no drama, but those are Batman's foes so there is drama and Superman has his own villains to deal with that do cause drama because they present a power level challenge to him.Ĭomic books are built around writer caveat. He had a helmet to stop the psychic intrusion because he is the X-men's villain. X actually mind erased everyone in town that saw the xmen fight Magneto, but Magneto had the special helmet that prevented psychic intrusion. Nothing is stopping them other than the same reasons that villains tend to match up with their hero's powers in the comic books.
